Capital Ringers

The mission of Capital Ringers, Inc is to educate and entertain our community through the unique and innovative performance and instruction of English Handbells.Their mission is to provide communities, educational, entertaining, and musically excellent performances promoting the art of handbell and handchime ringing.

Depending on the theme of the performance and the musical selections, the Capital Ringers incorporate accompaniment from a variety of percussion, string, and wind instruments ( and sometimes other unique devices) including: flutes, keyboards, temple blocks, various types of drums and whatever else the Artistic Director creatively weaves into the musicality of Capital Ringer performances. The Dover-based Capital Ringers are celebrating their 10th year ringing in the holidays.

Linda Simms, artistic director of the community handbell ensemble started meeting with local ringers in the Dover-area in 2004. They tried to figure out if they could gather enough people and enough support to put on full concerts featuring handbells. Within a few years, Simms said the Capital Ringers were not only putting on full concerts, but they were also able to start purchasing their own bells. The ensemble now has the largest set of handbells on the Delmarva Peninsula with six octaves or 73 bells, played by 15 ringers.

The group has gotten so big they have set up a second group called the Bay-to-Bay Ringers. This group acts as a proving ground for inexperienced ringers to get some experience playing and honing their music. They can then feed into the larger Capital Ringers when they are ready to make the leap to bigger concerts and audiences.

Capital Ringers is supported in part, by a grant from the Delaware Division of the Arts, a state agency, in partnership with the National Endowment for the Arts. The Division promotes Delaware arts events on

Linda S. Simms - Artistic Director

Linda S. Simms is the founder and Artistic Director of Capital Ringers, Inc. Linda earned her Master’s of Music Education degree from West Chester University, Pennsylvania. Linda is a former Delaware State Chair, Delmarva State Chair, Education Liaison, and Area 3 Chair of the Handbell Musicians of America. Ms Simms actively assists handbell directors and ringers by conducting massed ringing events and workshops, and Linda has taught and conducted local, Area 1, Area 3 and National Handbell Musicians of America events.and Linda has taught and conducted local, Area 1, Area 3 and National Handbell Musicians of America events

​After teaching music in public schools for 20 years, and serving churches in Maryland and Delaware, Linda teaches piano in her private studio.
